POSITION AT REVIEW · 2026-10-18

There is no single eligibility shortcut for all adult learning.

National non-devolved England rules and devolved authority arrangements must be distinguished. DWP updated its Adult Skills Fund rules on 14 September 2026 to clarify arrangements for learners resident in Wales, Scotland or Northern Ireland; check the applicable residency and funding-year provisions. The GLA's page contains final July 2026 rules despite its older draft wording in the URL. Free Courses for Jobs and tailored learning sit within a wider adult-skills landscape; course, residency and funding conditions still need checking.

THE PROGRAMME, EXPLAINED

Understand the offer before the job title.

The Adult Skills Fund supports learning intended to improve skills and progression, with eligibility and funding requirements set for the relevant provision. Tailored learning can also serve wider purposes such as community participation and wellbeing rather than only immediate job entry.

DWP: Funding rules

For staff, the essential starting point is the learner's funding geography and learning aim. A course can be relevant without being fully funded for every person. Admissions, curriculum and data teams need a consistent understanding of the offer.

01 / HOW DELIVERY WORKS

From a suitable offer to an evidenced outcome

A guide to the operating sequence—not a fixed timetable, caseload formula or estimate of outcomes.

  1. Identify the offer

Establish the learning aim, commissioner and intended progression.

  2. Check eligibility

Use the correct territory, residency and funding rules.

  3. Understand starting points

Assess prior learning, support needs and readiness for the course.

  4. Deliver learning

Teach, support and record progress against the intended aim.

  5. Review and record

Confirm achievement or progression and maintain the required evidence.

02 / THE IMPORTANT DISTINCTIONS

Which funding context applies?

Non-devolved provision

Use the national funding and performance-management rules for the correct year and provision.

DWP: Funding rules

Devolved adult skills

Strategic authorities and local commissioners can have their own allocations and rules. Identify the relevant authority rather than reuse another area's eligibility statement.

DWP: Funding allocations

London example

The GLA publishes its own Adult Skills Fund rules. This is a concrete example of local commissioning, not a UK-wide entitlement.

Greater London Authority: Commissioner rules

Tailored learning

Wider learning purposes need appropriate measures. Do not describe every course as a guaranteed job-entry intervention.

DWP: Funding rules

Who is responsible for delivery?

Funding authority

Confirm which body funds the learner and the applicable agreement. A grant allocation to an authority is not evidence of a particular training provider's award.

DWP: Funding allocations

Provider controls

Learning delivery, eligibility evidence and data reporting are connected but distinct. Use the current definitions and approved correction processes.

03 / FROM GUIDANCE TO PRACTICE

What does this mean for the work?

CareerPath's practical interpretation. These prompts are not additional programme rules or promised staffing requirements.

FOR EMPLOYMENT & SKILLS PROFESSIONALS

Know what the role actually requires.

Ask what subjects, learner groups and delivery sites are involved. A generic Adult Learning Tutor title can conceal very different teaching and support requirements.

Explain how you adapted teaching using starting-point evidence, and how you coordinated support without doing assessed work for the learner.

04 / CONNECT THIS TO YOUR CAREER

Explore the roles behind the delivery.

These are relevant career routes, not confirmation of an open vacancy or a fixed staffing model for this programme.

05 / QUESTIONS TO CLARIFY

Keep the boundaries clear.

Does publicly funded mean free for every learner?

No. The person's circumstances, learning aim and relevant authority's rules determine the position.

DWP: Funding rulesGreater London Authority: Commissioner rules
Can all adult provision use the same outcome measure?

No. Employment, qualification achievement and wider tailored-learning purposes need to be distinguished.

06 / PROFESSIONAL DEVELOPMENT

Choose training for the role—not just the programme name.

Start with the employer's essential criteria and the relevant Career Guide. Programme induction, model training, occupational competence and professional qualifications serve different purposes. An optional course does not replace an essential requirement.

The Training & courses action uses CareerPath's existing UKCPD referral. Ad / affiliate: commission may be earned. Course availability, fees and recognition must be checked with the provider; no universal accreditation or mandatory course is implied.
