Youth Guarantee
& Jobs Guarantee
Separate the youth policy, paid-job scheme, local trailblazers and employer grant before comparing opportunities.
The initial and national eligibility rules are not identical.
National guidance describes a November 2026 start across Great Britain for eligible 18–24-year-olds on Universal Credit and looking for work for 18 months. Phase one used an 18–21 cohort. Its grant competition being closed does not mean participant delivery has stopped. The national application deadline was 13 July 2026. On 21 October 2026, DWP published preferred applicants for 25 areas, subject to signing Grant Funding Agreements. Preferred applicants are not confirmed awards: verify the current DWP list and signed status before describing providers as appointed.

The Youth Guarantee is the wider policy ambition around routes into work and learning. Jobs Guarantee is a specific paid-employment intervention within that landscape, with defined participants, employers, delivery areas and support requirements.
DWP: Policy frameworkDWP: National grant guidanceLocal Youth Guarantee Trailblazers test place-based support, while the Youth Jobs Grant is a separate employer incentive. Similar names do not establish the same funding, eligibility or workforce requirements.

Planned national startPlanned / developing
National guidance described November 2026 as a planned rollout. DWP's 21 October preferred-applicant announcement is not confirmation that every area has opened or that agreements are signed.

Four related offers—not four names for one scheme
Jobs Guarantee: phase one
Initial delivery uses the published pilot areas and 18–21 eligibility. Read that phase's delivery guidance rather than importing the national rules.
DWP: Phase-one guidanceDWP: Programme collectionNational Jobs Guarantee
Guidance sets out six-month paid jobs, support and planned November rollout for the wider eligible 18–24 cohort. A timetable is not proof of local readiness or an award.
DWP: National grant guidanceYouth Jobs Grant
A separate employer incentive. Its six-month Universal Credit condition is not the Jobs Guarantee's 18-month condition; employers must check the full grant rules.

Place-based approaches across eight English areas continued into 2026/27. Support activities and local routes vary rather than forming a single paid-job contract.
DWP: Policy announcementWho is responsible for delivery?
Delivery partner
National guidance assigns employer sourcing, matching, wraparound support and grant administration to delivery partners. Wage funding and provider delivery funding should not be confused.
DWP: National grant guidanceEmployer and local partners
The job, supervision, support and onward progression need to fit together. Validate the actual local arrangement before describing an employer as a delivery partner.
DWP: Phase-one guidanceWhat does this mean for the work?
CareerPath's practical interpretation. These prompts are not additional programme rules or promised staffing requirements.
Know what the role actually requires.
Ask which phase and contract the vacancy belongs to. Check whether the role owns youth coaching, employer development, in-work support or administration rather than assume every post is an adviser job.
Prepare an example of a young person's transition supported through practical follow-up. Explain how you checked job suitability and maintained engagement after a start.
Explore the roles behind the delivery.

Is the Youth Jobs Grant the Jobs Guarantee?
No. They have different purposes and conditions. Check the named scheme on the employer or participant documents rather than rely on similar branding.
DWP: Employer grant guidanceDWP: National grant guidanceDo planned opportunities equal current vacancies for provider staff?
No. Participant paid jobs, provider staffing vacancies and policy targets are different quantities. This guide does not sum them into a recruitment total.
DWP: National grant guidanceChoose training for the role—not just the programme name.
Start with the employer's essential criteria and the relevant Career Guide. Programme induction, model training, occupational competence and professional qualifications serve different purposes. An optional course does not replace an essential requirement.
