POSITION AT REVIEW · 2026-10-18

One recognisable model can sit in several funding arrangements.

IPS in mental-health services, IPS in treatment settings and supported employment within Connect to Work have different commissioning contexts. The historic IPS in Primary Care initiative should not be presented as a newly open nationwide contract. Identify the actual service before interpreting eligibility, staffing or performance.

THE PROGRAMME, EXPLAINED

Understand the offer before the job title.

Individual Placement and Support connects a person's employment preferences with job search, employer relationships and support integrated with the relevant professional team. NHS guidance describes the model in severe mental illness services; treatment guidance sets out a distinct alcohol and drug-service context.

NHS England: Model guidanceDHSC: Practice guidance

Supported employment is a broader practice field. SEQF provides a quality and fidelity framework for supported-employment delivery. Sharing person-centred aims does not make every service IPS, or make a quality framework a funding programme.

01 / HOW DELIVERY WORKS

A practical supported-employment pathway

A guide to the operating sequence—not a fixed timetable, caseload formula or estimate of outcomes.

  1. Engage

Establish the person's interest in employment and an accessible relationship.

  2. Profile

Understand strengths, preferences and support needs in context.

  3. Develop employers

Learn about genuine jobs and build appropriate employer relationships.

  4. Match

Bring the person's preferences and the actual work requirements together.

  5. Support and progress

Help employment settle and adapt support to build independence.

02 / THE IMPORTANT DISTINCTIONS

Choose the setting before applying the model

Mental-health IPS

Employment support is integrated with mental-health services. Model fidelity and team working are central, not optional extras.

NHS England: Model guidance

Alcohol and drug services

Employment specialists work alongside treatment support. Clinical care and employment practice remain distinct responsibilities.

DHSC: Practice guidance

Connect to Work

The local grant-funded offer can use IPS and SEQF approaches. Local eligibility and the commissioned framework still apply.

DWP: Grant guidance

Primary-care initiative

Historical programme documents help explain the approach. They are not evidence of current uniform delivery or new provider appointments.

Who is responsible for delivery?

Commissioning

Check the NHS, local-authority or programme commissioner and the actual provider arrangement. There is no single prime-provider roster for all IPS work.

NHS England: Model guidanceDWP: Grant guidance

Quality and competence

Fidelity assessment considers whether practice reflects the relevant model. An employment title does not authorise clinical practice or substitute for model-specific training.

03 / FROM GUIDANCE TO PRACTICE

What does this mean for the work?

CareerPath's practical interpretation. These prompts are not additional programme rules or promised staffing requirements.

FOR EMPLOYMENT & SKILLS PROFESSIONALS

Know what the role actually requires.

Ask how employer development, integrated-team contact and supervision fit into the week. A full appointment diary can crowd out the activities that make specialist practice work.

Use an example of a preference-led job match and support after job entry. Do not present a generic readiness course as evidence of delivering IPS.

04 / CONNECT THIS TO YOUR CAREER

Explore the roles behind the delivery.

These are relevant career routes, not confirmation of an open vacancy or a fixed staffing model for this programme.

05 / QUESTIONS TO CLARIFY

Keep the boundaries clear.

Is SEQF an employment scheme people apply to?

No. It is a quality framework. The service using it has its own funder, provider and access arrangements.

BASE: Framework-owner guidance
Can an IPS vacancy be counted as an ordinary Employment Adviser vacancy?

Not automatically. Keep model-specific roles distinct when comparing duties, qualifications and salary evidence.

06 / PROFESSIONAL DEVELOPMENT

Choose training for the role—not just the programme name.

Start with the employer's essential criteria and the relevant Career Guide. Programme induction, model training, occupational competence and professional qualifications serve different purposes. An optional course does not replace an essential requirement.

The Training & courses action uses CareerPath's existing UKCPD referral. Ad / affiliate: commission may be earned. Course availability, fees and recognition must be checked with the provider; no universal accreditation or mandatory course is implied.
